What the Sunnah says
The Prophet ﷺ made Fajr long, sometimes reciting Qaf (Muslim 458), and at times shorter surahs such as At-Takwir (Muslim 456); he also recited Az-Zalzalah in both rakahs (Abu Dawud 816). Khushu starts with short surahs, which you can change.
